Navigate: Digital Risk Index 2026

The Navigate Digital Risk Index 2026 charts the top risks for digital technology, as selected by global leaders. According to participants of the 2026 IAPP Governance Survey, these are the top 10 most important risks impacting the governance of digital technologies now and in the near-term. Nearly 600 global leaders from the fields of privacy, AI governance, cybersecurity law and more selected their top 3 risks out of a total list of 22.

Risks were identified across four categories: geopolitical, organizational, technological, societal and environmental.
